Service Experience:

•  Served as Lecturer in English Department of Cotton College , Guwahati.

•  Joined and served American Standard Vaccum Oil Co. later turned ESSO Standard Oil Co, in Bombay in 1961 as Marketing Manager and worked there for full 7 (seven) years, Coordinating Petroleum Products Distribution Networks in Northern & Eastern India from Trombay, Vizag Barauni, Noonmati, Digboi Refineries and Budge- Budge sea terminal and other company Inland Product Terminals.

•  Newly established a Degree College in Guwahati City known as Guwahati College as its founder Principal in 1968-69.

•  Then joined the Guwahati High Court Bar in November, 1969 and practiced there as well as in the Supreme Court of India as an Advocate till 1991. Professionally served as Government Advocate for the States of Assam, Tripura, Arunachal Pradesh and Mizoram in the Guwahati High Court.

Political Activities

•  Joined the Indian National Congress Party as Student Leader in 1955.

•  Held various party posts at District and State levels at different times including general Secretaryship and Vice-Presidentship of Assam Pradesh Congress Committee from 1982-1990.

•  Had been chosen to lead a composite 28-member FSU (Friends of Soviet Union) Delegation composed of participants from Assam , Andhra Pradesh and Tamil Nadu to Moscow , Tashkant, Alma Atta, Kiev Sochi, Leningrad etc. in the Soviet Republic in 1989.

Career in Parliamentary Politics

•  Worked as the General Secretary of Assam PCC, he was responsible alongwith the then PCC President, Late H.N.Talukdar, for holding General Election in Assam in 1983 in the face of stiff and virulent opposition to and boycott of the election by other political parties and AASU agitationists, he participated in that election as INC candidate and got elected to Assam Assembly from 108 Sivasagar LAC.

•  After the vithalbhai Patel House Convention of the Congress on 1st and 2nd January, 1978, which he attended from Assam with a few others and where Congress (I) came into being, the Congress Party had been divided into Congress (R) and Congress (I). In 1978 General Election in Assam he did not contest as a candidate. Instead he was entrusted with the responsibility of running the Assam State Congress (I) election office at Guwahati coordinating the election campaign works throughout the State of Assam.

•  Much though he was keen to contest a Lok Sabha seat from Assam in 1991 General Election, he could not be accommodated and he was asked to fight the Assembly seat from 107 THOWRA LAC. He did so and comfortably won the seat. Consequently in Hiteswar Saikia Govt. in Assam in 1991, he was inducted as a Cabinet Minister and put Incharge of Revenue, Power, Law and Municipal Administration Department.

•  In 1996 general election, Congress Party lost power in Assam to AGP, he contested from his THOWRA LAC and comfortably won the seat and sat in the opposition.

•  In 2001 general election, again he was elected from 107 THOWRA LAC. In Tarun Gogoi Government formed in 2001. He was given the responsibility as the Cabinet Minister for Finance, Revenue and Power Department. Then in the expansion of Ministry after two years, he was put incharge of Power, Law and the Legislative Affairs Department. In the constitutional downsizing of Ministry in July, 2004, he was eased out by Sri Tarun Gogoi along with several Senior Cabinet Minister.

•  Worked as AICC Observer in the Assembly election in Tripura, Manipur, Nagaland, Mizoram and Meghalaya as and when elections were held in those States. In Arunachal Pradesh elections in 2004 he was nominated by Hon'ble Congress President to act as a Member of the 4-Member Screening Committee for election of candidates for Arunachal Pradesh Assembly election in 2004. He also served as an AICC Observer in that election and helped to bring the Party Govt. in that State.

•  With the announcement of Congress Party elections in 2005, he was appointed by AICC as APRO for the State of Orissa along with Syed Sibte Razi earlier and then with Smt. Urmila Singh. On this assignment in Orissa they did their best and they were the first to complete the work and submit the report to the Chairman, Central Election Authority of the Party.

•  Appointed AICC Observer for Arunachal Pradesh in 2009. He regained both Lok Sabha seats from BJP there.

•  He took the charge of the office of the Governor of Bihar on 29.6.2009.
